GENERAL STATEMENT:

Under the direct supervision the Public Works Director, the division manager will oversee day-to-day operations of the drinking water treatment systems and storage, as well as the operations of the City's wastewater treatment plant, in accordance with all local, state, and federal rules and regulations. The division manager is responsible for supervising and directing operations personnel in the safe and efficient operations of the wastewater plant. The division manager is required to be accessible by phone 24 hours a day, 7 days a week; respond to emergencies as needed, to include returning to public works facilities or other city facilities during disasters and emergencies as directed by the Director of Public Works; and must live within 45 minutes of normal travel time to Kyle. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversee day-to-day maintenance and operations of SCADA system; water storage and pump facilities; and wastewater treatment plant and support facilities.
  • Monitor the City's water portfolio regularly to ensure compliance with usage permits.
  • Lead water conservation program; engage and present programs and educational efforts to citizens as well as groups and civil leaders as needed.
  • Prepare reports compliant with the Texas Commission and Environmental Quality (TCEQ) standards for both water treatment and wastewater treatment programs.
  • Regularly review performance of wastewater treatment plant to ensure highest level of treatment possible; monitor weekly wastewater treatment plant effluent lab results.
  • Maintain records on water and wastewater production and treatment for various internal and external reports.
  • Exercise sounds judgement in times of crisis, as well as effectively communicate with other City staff and elected officials as needed.
  • Work with land developers to prepare and discuss long-term water/wastewater system abilities, current demands, and provide critical feedback regarding viability of various developmental projects.
  • Represent the City during regulatory inspections, both planned and unannounced.
  • Prepare annual budget reports for the division, work schedules, and on occasion attend city council meetings.
  • Responsible for the selection and training process of new and current team members within the treatment division; responsible for the development and growth of division including but not limited to: preparation and distribution of employee evaluations, training opportunities, and disciplinary actions as needed.
  • Supervise other divisions during normally assigned manager's absence, as needed.
  • Responsible for the fleet maintenance of all vehicles and equipment assigned to the division.

o   Maintains desired working relationship with the Director of Public Works, Assistant City Manager, and City Manager.

o   Provides support to all City department programs and/or activities as needed.

o   Actively participates in creating and providing desired service levels to the citizens of Kyle and non-citizens within the City of Kyle.

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of maintenance principles for water/wastewater systems, and various types of SCADA systems.

  • Knowledge of all TCEQ and EPA rules governing the operations of water treatment and wastewater treatment facilities.

  • Knowledge in the procurement and bidding process, and legal requirement for each.

  • Knowledge of Microsoft programs including: Office 365, Word, Excel, PowerPoint, Access and Publisher.

  • Ability to read and interpret design and construction plans.

  • Ability to analyze problems and plan solutions. 

  • General operational knowledge, experience, and/or familiarity with all Public Works machinery and equipment is preferred.

  • Written Communication - Able to read and interprets written information. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
  • Mathematical Skills -Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

QUALIFICATIONS, EXPERIENCE AND/OR CERTIFICATION REQUIREMENTS:

  • Bachelor's degree from an accredited university in environmental science discipline or closely related field;

  • Class "B" Water Treatment or Wastewater Treatment License required;

  • Class "C Water/Wastewater Treatment License preferred, but not required. Candidate will have two (2) years to obtain a class "C" license in the branch of treatment they not licensed at the time of hire;

  • A minimum of five (5) years of experience in municipal water or wastewater utility operations. Minimum of three (3) years of supervision experience;

  • Or equivalent combination of education, training, and/or experience which evidences a comprehensive knowledge of required job duties and expectations.

  • Must possess a valid Texas Driver's License with acceptable driving record.

The employee is frequently required to sit and climb or balance. Must be able to climb over twenty (20) steps vertically to reach the top of the water treatment plant daily. This classification requires agility and balance to use ladders for accessing working location, ability to negotiate uneven and steep terrain, must be able to be mobile in partially constructed foundations and other construction spaces, and ability to enter confined spaces. The employee must occasionally lift and/or move up to 75lbs; 50lbs unassisted. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Any corrective eyewear required while operating a motor vehicle must be worn at all times while working.
